Full Value: Public services and the third sector

Cover of front cover

Summary

This think piece has been written by the Performance Hub for policymakers in government and the third sector who are interested in improving public services and working with charities, voluntary organisations, community groups and social enterprises.

It outlines how thinking about the broader value of third sector organisations can help all the players in public services focus on what matters.

The briefing suggests that we should move on from 'added value' and the confusions surrounding this term, to 'full value', a concept which takes into account everything an organisation does that benefits people and makes them happy.

It argues that all outcomes, soft and hard, primary and secondary, are important, as well as the satisfaction of the many stakeholders generated by an organisation's work.

This approach can enable third sector organisations and purchasers to work together to clarify the key elements required for each public service and ultimately, through a clearer commissioning process, to deliver better results for users.
